To sign up for the referral program, click on the "Referral Program" link inside your account settings:

From there, you can sign up by (1) entering your first name and your PayPal email address and (2) agreeing to the terms and conditions.

Once you've completed that information, you'll see a screen that looks like this:

On this screen, you can grab your referral link (just click the button to copy it near the top) and then see your referral stats as you share the link with others.
